8:45am  Consumption Tax Aspects of the Report of the President''s Advisory Panel on Federal 
Tax Reform.  The panel will discuss the report''s Growth and Investment Tax Plan (GITP), 
and as background analyze the relationship between the classic VAT and the consumption tax 
proposed here. Why not the VAT? The Advisory Panel''s rationale for adopting the GITP  recommendations will be examined. The panel will also address the international implications 
of the GITP proposal, including the question of  border adjustability. Panelists: Peter Merrill, PriceWaterhouseCoopers, Washington, DC; Itai Grinbergm, Presidents Advisory Panel on Federal Tax Reform, Washington, DC; Professor Reuven Avi-Yonah, University of Michigan Law School, Ann Arbor, MI.
