2:35pm   IRS and Treasury Update.  This panel will discuss current developments in tax-exempt bonds, including recent rulings and any recently issued regulations. Panelists: Stephen J. Watson, 
Associate Tax Legislative Counsel, Office of Tax Policy, Department of the Treasury, Washington, DC; Johanna Som de Cerff, Senior Technician Reviewer, Office of Chief Counsel, IRS, Washington, DC.
       
3:20pm   Arbitrage Simplification.  This panel will discuss a Committee project addressing certain
arbitrage simplification proposals affecting tax-exempt bonds, as well as a recommendation for 
IRS guidance to accommodate the expanded use of swaps and other hedges in connection with 
tax-exempt bonds.  Panelist: Scott R. Lilienthal, Hogan & Hartson LLP, Washington, DC.
       
3:50pm   Circular 230 Update.  This panel will discuss selected current Circular 230 issues affecting tax-exempt bonds, including the special requirements of the regulations under proposed Section 10.39 and the use of penalty disclaimers.  Moderator: David J.
